Job Description

■Background of this job:
There is 1 manager handling general affairs tasks now, but she is about to resign, so they need additional workforce.

The client is seeking a proactive and experienced General Affairs Manager who will play a key role in bridging the technical and administrative divisions of JFE Civil Engineering and Construction Corporation in the Philippines.
As the company scales from 30 to 50–70 employees in the coming years, this role is critical to building a robust back-office foundation.
The ideal candidate is a hands-on generalist with prior experience managing administrative functions in a business with 50+ employees.

This is not a specialist role – we are looking for a flexible, dependable general manager type who can oversee a wide range of areas, including HR, general affairs, labor management, accounting, and finance.

■Job Description:
HR / Labor & General Affairs
Oversee all HR and labor-related matters, including hiring, onboarding, employment contracts, payroll, timekeeping, and compliance with Philippine labor law.
Design and implement HR policies and processes suitable for a growing mid-sized organization.
Support internal communication and employee relations to maintain a healthy work culture.
Coordinate with external partners (e.g., legal, tax, recruitment firms) as needed.

Accounting & Finance
Liaise with accounting service providers and/or internal accounting staff to ensure accurate bookkeeping, tax filings, and financial reporting.
Monitor cash flow, cost management, and support budget planning.
Oversee monthly payroll and related government filings (SSS, PhilHealth, Pag-IBIG, BIR).

Office Management / Compliance
Manage office facilities, IT infrastructure, and procurement of supplies.
Ensure company licenses, permits, and other regulatory requirements are maintained and renewed.
Support business continuity and risk management initiatives.

Cross-functional Coordination
Serve as the communication bridge between Japanese management and local staff, especially between technical (engineering) teams and administrative functions.
Assist Japanese managers in navigating local regulations and operations.
Participate in management meetings and contribute to mid- to long-term planning.

Organizational Development
Contribute to organizational scaling, including setting up structures and systems to support headcount growth.
Recruit and train new administrative staff as needed.
Streamline workflows and propose improvements to enhance efficiency.

Minimum 5 –10 years of experience in administration or general affairs, ideally in a mid-sized company (50+ employees).
Experience in a Japanese company or working with Japanese nationals is highly preferred.
Ability to communicate effectively in spoken Japanese (reading/writing not mandatory but a plus).
Broad knowledge of HR, labor law, accounting practices, and compliance in the Philippines.
Strong coordination, leadership, and problem-solving skills.
Hands-on attitude – willing to do both strategic planning and operational tasks.
Proficiency in MS Office and basic business tools.
Japanese language above N3 (as long as speaking skills are good, one does not have to have N3 such as half Japanese)
Graduate with a related degree, such as HR, Accounting, or General Affairs
Preferred if one has a CPA, but it is not necessary
Fast to learn, eager to contribute to their colleagues or team members
