Job Description
Supervise the procurement of a wide variety of goods, equipment, and services by a decentralized purchasing section in support of a specific department(s); responsible for specialized buying functions and undertakes special projects which require extensive knowledge of public procurement theory and practice.
2.0 DUTIES AND RESPONSIBILITIES:
1. Supervises, evaluates and directs the procurement activity of professional and technical personnel;
2. Writes and evaluates specifications and invitations to bid;
3. Prepares purchase orders through a computerized system and places orders for the purchase of goods and services;
4. Interviews vendors and evaluates their products and capabilities as suppliers;
5. Conducts research, evaluates findings, and makes decisions on procurement matters;
6. Resolves inquiries and complaints from the public;
7. Reviews bid protests and prepare oral or written recommendations;
8. Acts as a liaison between departments and vendors;
9. Reviews purchase orders to evaluate overall revisions, price, and past performance of each PO prior to bid or renewal;
10. Approves price increases provided for in contracts and makes changes as necessary and appropriate;
11. Obtains price quotes from vendors and compares quotes with the specifications and availability of items;
12. Organizes, updates and retains product information files and purchase order records;
13. Develops and updates policies and procedures for the decentralized contract administration program;
14. Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
3.0 EDUCATION, SKILLS AND EXPERIENCE:
3.1 Education:
A bachelor's degree in public or business administration, purchasing,
engineering, science, or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
3.2 Experience:
Four years of experience as a buyer involved in the procurement of a variety of supplies, materials, and equipment, including two years of experience in contract administration and contract writing and one year of supervisory experience
3.3 Others:
Perform a broad range of supervisory responsibilities over others.
Communicate orally with other employees and the public in face-to-face one-to-one settings or using a telephone.
Enter data or information into a terminal, PC or other keyboard device to prepare purchase orders.
Work cooperatively with other employees and the public.
Make arithmetical computations (multiplication, division, percentage calculations, addition, and subtraction).
Obtain appropriate commodities in a timely manner.
