Job Description

We are searching for an experienced HR supervisor to lead every stage of the recruitment
process and address all staff-related issues. The HR supervisor's duties include liaising with
recruitment agencies, advertising job openings, organizing and designing training sessions,
accurately recording hours, and managing payroll and employee relations. The HR supervisor
should be able to juggle many responsibilities while maintaining a positive attitude.
A successful HR supervisor will have extensive HR experience, be familiar with company
procedures, and have sound labor law knowledge. You should also have excellent administrative
skills and easily communicate with staff at all levels. An exceptional HR supervisor should be
observant and proactive. You should be familiar with the finer workings of the company, but
never lose sight of the big picture.
• Reviews and executes approved Manpower Requisitions, and delegates recruitment
tasks to the Recruitment Specialist based on the urgency and/or level of the position to
fill.
• Has a solid experience in a manpower agency dealing with international clients.
• Provides salary recommendation for job offers for the approval of the CEO
• Ensures all new, promoted, or transferred employees are issued updated job
descriptions tailored to the specific function of that individual within the department.
• Reviews all contracts and agreements related to Recruitment and negotiates with
providers/vendors to ensure that the Company receives quality service at reasonable
rates.
• Tracks and ensures that all Recruitment expenses are accounted for and within
allocated budget for the year, and secures additional funding with justification when
necessary.
• Executes pre-screening via video recorded, face to face interviews and exams, and
supports all parties concerned with the assessment.
• Ensures that Recruitment and On-boarding procedures are updated and aligned with
the needs and quality standards of the Company.
• Develops internet presence for recruitment by:
a. Posting positions to appropriate Internet sources.
b. Working with IT to improve the company website recruiting page.
c. Researching new ways of using the Internet for recruitment.
d. Using social and professional networking sites to identify and source
candidates.
• Networks through industry contacts, association memberships, trade groups and
employees for applicant leads. This also includes networking internally with colleagues
to find qualified candidates and to learn how other companies within the industry are
doing the same so that we may get ahead of them.
• Studies current recruitment/talent acquisition knowledge and trends in the industry, as
well as relevant Labor and government updates, and discusses with direct supervisor for
possible improvement of current recruitment procedures.
• Coordinates with third party recruitment providers, endorsements and proposals of
services.
• For each position, s/he develops and maintains a qualified pool of pre-interviewed
candidates prior to their requirement in order to facilitate fast hiring in anticipation
personnel requirements
• Monitors the requests and movements of interns in the company, and checks the
documents and requirements.
• Coordinates with and monitors the requests for pre-employment requirements with
third party providers.
• Trains and coaches subordinate to ensure Recruitment procedures and practices are
followed.
• Ensures all Recruitment records are updated and filed accordingly.
• Provides support in the Recruitment activities/needs of affiliate companies, if needed.
• Orients all incoming employees on company culture, organizational structure, and HRD's
functions and responsibilities.
• Undertakes further responsibilities that may evolve in the future.
• Part of organizing committee for company events/activities.
• Outsource relevant suppliers and training providers.
• Coordinates training schedule for both internal & external.
• Coordinates & maintains records of training and development activities:
a. Requesting Supplier’s Quotation and Statement of Account
b. Request for Payment (RFP) Processing
c. Training Agreement & Breakdown of Expenses (if paid training)
d. Attendance Sheet
e. Training Materials
f. Results of Tests and Assessments (if any)
g. Training Certificates
h. Training Surveys
i. Training Feedback & Effectiveness Form
j. Performs other related duties as required.
