Job Description

Position Overview: The Project In Charge (Licensed Civil Engineer) is responsible for overseeing and managing construction and civil engineering projects from inception to completion. This role involves planning, coordinating, and supervising all aspects of the project, ensuring adherence to engineering standards, safety protocols, budgets, and timelines. The Project In Charge will apply their technical expertise and leadership skills to ensure the successful delivery of projects.

Key Responsibilities:

Project Planning and Coordination:
Develop detailed project plans, including timelines, budgets, and resource allocation.
Coordinate with project stakeholders (clients, contractors, consultants, and suppliers) to ensure smooth communication and project execution.
Ensure that all project activities are carried out in compliance with legal, safety, and environmental regulations.

Design and Engineering Oversight:
Oversee the review and approval of engineering designs, drawings, and specifications.
Apply civil engineering principles to ensure designs meet required standards and regulations.
Address and resolve technical issues that arise during the design and construction phases.

Team Management and Supervision:
Lead and supervise a team of engineers, technicians, and construction workers.
Assign tasks, monitor performance, and provide guidance and support to team members.
Ensure that all personnel are following safety guidelines and maintaining high work standards.

Contractor and Vendor Management:
Select, negotiate with, and manage contractors and subcontractors for various project activities.
Oversee contractor performance to ensure work is completed to specifications, within budget, and on schedule.
Manage procurement of materials and ensure the quality and timely delivery of supplies.

Project Budget and Cost Control:
Prepare and manage the project budget, ensuring cost-effective project execution.
Monitor project expenditures and control costs to stay within the approved budget.
Identify potential cost overruns or budget discrepancies and take corrective action as needed.

Quality Assurance and Compliance:
Ensure that construction and engineering work complies with all quality control procedures and industry standards.
Conduct regular site inspections and audits to monitor progress, quality, and adherence to safety protocols.
Ensure all necessary permits, licenses, and regulatory approvals are obtained before and during project execution.

Risk Management and Problem-Solving:
Identify potential risks, challenges, and obstacles to the project's success and develop strategies to mitigate them.
Address unforeseen issues and challenges that arise during construction, providing effective and timely solutions.
Manage any delays or disruptions, ensuring minimal impact on the overall project schedule.

Progress Monitoring and Reporting:
Track project milestones and ensure that timelines are met.
Prepare regular reports on project progress, highlighting any issues, delays, or risks.
Communicate project status to stakeholders, including clients, upper management, and other departments.

Health, Safety, and Environmental Management:
Enforce strict adherence to health, safety, and environmental regulations on-site.
Ensure the project complies with all environmental protection laws and sustainability practices.
Conduct regular safety audits and ensure that all safety equipment is in place and functioning properly.

Project Closeout and Handover:
Oversee the final inspection and testing of completed work to ensure all specifications and quality standards are met.
Prepare and submit final reports, documentation, and as-built drawings to the client.
Manage the handover process, ensuring all project deliverables are completed and accepted by the client.

Qualifications:
Education: Bachelor’s degree in Civil Engineering or a related field.
Licensure: Licensed Civil Engineer in the relevant jurisdiction.
Experience: At least 3 years of experience in construction project management or civil engineering, with a focus on large-scale projects.

Skills:
Strong knowledge of civil engineering principles, construction techniques, and project management.
Proficiency in project management software (e.g., MS Project, Primavera) and other engineering tools.
Excellent leadership, team management, and communication skills.
Ability to read and interpret technical drawings, plans, and specifications.
Strong problem-solving abilities and the capacity to manage multiple tasks simultaneously.
Understanding of safety, environmental, and regulatory standards in the construction industry.
Financial acumen to manage project budgets and control costs effectively.

Preferred Qualifications:

Master’s degree in Civil Engineering, Construction Management, or a related field.
Experience with government or infrastructure projects.
Knowledge of construction contracts, procurement, and risk management strategies.
Familiarity with sustainable building practices and green construction methods.

Work Environment:
Full-time, on-site role with some office-based responsibilities for planning and reporting.
Occasional travel to project sites, client meetings, or vendor locations.
Requires presence at construction sites to supervise work and resolve issues promptly.
