Job Description

Position: Human Resources Officer
Department: Human Resources Department
Immediate Superior: Human Resources and Administration Department Head

JOB OBJECTIVE:
Under general supervision, responsible for ensuring efficient performance of human capital management functions within
the defined areas of responsibility

DUTIES AND RESPONSIBILITIES:
Performs any, a combination or all of the following tasks depending on area of assignment :

A. Sourcing Channel Maintenance
1. Maintains a pool of applicants through coordination and partnership with academic institutions, the government
and other available sourcing channels
2. Attends and facilitates local job fairs and posts vacancies on career portals and third-party job sourcing sites
3. Identifies academic, work experience and competency requirements for the positions requested for hiring
4. Receives and screens the resumes vis-a-vis the competency requirements of the for the position

B. Scheduling and Interviewing
1. Conducts competency-based initial interview of all the applicants via telephone or video conference.
2. Reviews and analyzes the results of applicants cognitive, psychological and technical competency
assessments
3. Endorses the applicant to the hiring line managers, and to top management in cases of managerial positions,
for functional competency assessment
4. Endorses successful applicants to authorized officer for Job Offer
5. Schedules and facilitates the contract signing, new hire orientation and first day of work of the successful
applicants

C. Background Investigation
1. Conducts background check for applicants to managerial and higher positions, to determine personal, criminal,
financial, scholastic, employment and character records
2. Conducts neighborhood verification on applicants to key positions, as deemed necessary or as directed by the
management
3. Prepares reports and provides recommendations based on the result of the conducted background
investigation.

D. Attendance Management
1. Manages the time and attendance system, in accordance with the company’s policies and procedures
2. Ensures real-time and accurate recording of timekeeping data, such as authorized overtime, Official Business
(OB), and generation and submission of relevant forms and reports.
3. Ensures timely and accurate generation and submission of forms and reports relative to infractions to
attendance policies and procedures, i.e., Absence Without Official Leave (AWOL), Tardiness, Absenteeism, No
Time-In/Out (NTI/O), Job Abandonment, Unauthorized Overtime, etc.
4. Undertakes investigation of prolonged absences according to due process, as a precursor to Job Abandonment
(JA) offense.

E. Benefits Administration
1. Facilitates enrollment of all employees to applicable life insurance or personal accident coverage in coordination
with Human Resource Business Partners
2. Updates enrollment, change of status, dependents and other information necessary for government-mandated,
company benefits and tax computation
3. Liaises with government and private benefit providers to ensure compliance and updated posting of benefit
records
4. Assists the Human Resource and Administration Department Head in the conduct of benefits benchmarking
surveys

F. Employee Discipline
1. Implements progressive discipline procedures, suspension and termination based on company standards of
integrity and fairness
2. Spots signs of issues and mediates in conflict resolution by facilitating dialogues, negotiation or counseling to
promote harmonious relationship and prevent professional/personal conflicts
3. Resolves assigned disciplinary issues and reports the status of all cases on a regular basis
4. Implements activities to expedite the closure of all cases without jeopardizing rules on due process
5. Coordinates with line managers on matters pertaining to labor relations including settling of employment issues
affecting the organization
6. Implements management-approved mechanisms to prevent further violation of the Code of Conduct
7. Evaluates Incident Reports, Audit Reports and Customer Complaints and determines the materiality of
allegations against employees based on initial evidence
8. Drafts, routes, and issues Notice to Explain (NTE) memos
9. Evaluates employee's written responses to NTE's and recommends further investigations and preventive
actions when necessary
10. Acts as Secretariat during disciplinary hearings and other fact-finding sessions
11. Coordinates with the appropriate officers to track the progress of investigations
12. Collects, evaluates, and maintains succeeding evidence necessary to arrive at a case decision
13. Evaluates the final reports and recommendations of the assigned investigating bodies
14. Recommends appropriate disciplinary actions based on the approved Table of Offenses and Sanctions
15. Drafts, routes and issues Notice of Decisions (NOD)
16. Counsels sanctioned employees when necessary
17. Collates and facilitates the timely reporting of employee separations to external regulatory bodies
G. Performs other functions as directed by the management from time to time

JOB SPECIFICATION
1. Minimum Educational Attainment - Bachelor's Degree in Human Resources, Management or related courses
2. Actual Work Experience – Three (3) to Four (4) years' experience as human resources generalist
