Job Description
General Responsibilities:
• Overall responsibility for Norwegian People’s Aid Philippines Programme’s finance management, including accounting, auditing, monitoring activities, and smooth daily running of the financial operation.
Specific duties:
• Preparing vouchers, ensuring all supporting documents are attached following Norwegian People’s Aid, donor policies and procedures, and national legislation.
• Prepare monthly payroll, social insurance payments, tax deductions, and other timely payments.
• Ensure that vouchers are properly recorded daily into the Unit4 Agresso accounting system.
• Prepare and file necessary documents for/with relevant authorities (e.g., monthly/quarterly withholding taxes, annual financial statements to BIR and SEC, and application documents for non-profit tax exemption).
• Ensure that vouchers with supporting documentation are scanned and uploaded to Unit 4/Agresso accounting system in a timely manner.
• Manage the cash flow and ensure there is adequate cash in-country for activities/operations
• Perform timely bank, cash, and cost reconciliations, ensuring necessary system matchings are completed before the month/year closes.
• Responsible for quality assurance of accounting and financial control per Norwegian People’s Aid policies, rules and regulations (Financial Handbook).
• Maintaining the integrity of the balance sheet by ensuring prompt preparation of month-end balance sheet reconciliations (TBR).
• Prepare monthly budgets against actual reports and distribute them to Programme Managers on a timely basis for prudent budget follow-up.
• Participate in the planning and budget process.
• Ensure donor financial reports are prepared as per contractual obligations.
• Facilitate and coordinate internal and external audits in-country and follow up on recommendations.
• Perform regular field visits and ensure adequate internal controls are in place.
• Proactively support and train national staff in accounting and financial management.
• Ensure adherence to NPA and donor policies, guidelines and procedures, and relevant local Philippine legislation.
• Liaise closely on technical and compliance issues with the Head Office Finance Department and Finance Controller.
