Job Description
1.2 Ensure that the contracting officer interfaces directly with the SDC personnel managing the contracted services and monitor that the awarded company is performing within the terms and conditions of the contract.
1.3 Ensure that the contracting officers author solicitations in accordance requirements defined by SDC requesting department. Evaluate award based on the following criteria: (1) Contractor’s bid is in accordance with the scope of work (2) Contractor has the valid/current required permits (local, government, class society, NAVSEA, etc.) to perform the task defined in the scope of work. (3) SDC’s thirty percent (30%) margin is preserved. (4) Contractor’s bid is within SDC’s subcontractor tariff rate (5) Past Performance.
1.4 Interfaces with Production, Planning and Estimating and Quality Assurance personnel to ensure the technical perimeters of a contract are followed. Engage assistance of above the above mentioned departments during the solicitation to ensure technical perimeters of the contract are defined in accordance work scope.
1.5 Ensure contracting officer maintains direct communications with both the contractor and project manager or managing personnel from SDC until the contract is closed (contractor is paid).
1.6 Ensure contracting officers execute contract modifications and termination actions based on recommendation from SDC Project Manager, QA or managing personnel.
1.7 Managing the contractor’s progress and performance with the SDC Project Manager and QA Inspector. Ensure the contracting officer received from the contractor the required work acceptance reports, condition report, trip tickets and other documentation to support final invoice for completed and accepted work.
1.8 Ensure payment to the contractor is made in accordance with the terms and conditions of the contract. Liaise with the contracting officer and the project manager to confirm completion date of the contract work and advice finance department to prepare payment in accordance with the terms and conditions of the contract.
1.9 Ensure the contracting officer is maintaining a file (e.g. contract solicitation, award, down payment, progress, final completion with work acceptance or trip ticket and the final payment and significant correspondence with the contractor or PM) for each vessel/project with contracts solicited awarded.
1.10 Ensure contracting officers are maintaining the project folders and they are filed in accordance with the file system (vessel/project files and contractor files) after completion of projects.
2.0 EDUCATION/EXPERIENCE REQUIREMENTS:
2.1 Educational Attainment:
College graduate
3.2 Work Experience:
At least five (05) years related work experience in Ship Construction Industry.
3.3 Others Skills:
Knowledge of ship systems acquired through shipyard experience.
Good personal and communication skills
