Job Description
The Business Development Engineer will be responsible for the detailed evaluation of incoming projects by ensuring the accuracy of the bill of quantities, ensure and supervise the conduct of pre-construction activities and the preparation of program of works for new projects.
Project Acquisition
Obtain and organize project timelines and related information from clients or consultants.
Track early-stage project leads and match them with company capabilities.
Help prepare technical documents and Programs of Work for proposals
Ensure submission materials are accurate and complete Monitor and gather information on planned projects in both public and private sectors
Assist in preparing Programs of Work and technical documents for proposals
Coordinate with internal departments to complete pre-bid requirements
Build and maintain professional relationships with industry contacts
Stay updated on procurement schedules and opportunities
Attend meetings and technical briefings when needed
Perform other related tasks to support business development efforts
Liaison and Coordination
Communicate with clients, consultants, and project contacts
Gather and validate key project data (e.g., schedules, plans)
Coordinate with internal teams to meet submission timelines
Technical Support
Assist in reviewing plans and project details
Provide input on work scopes, estimates, and schedules
Make sure requirements align with industry standards and company goals
Design and provide Engineering plans necessary to assist Construction department
Market Awareness
Monitor bidding cycles and project development stages
Keep the team updated on upcoming opportunities
Support early planning by gathering relevant project and market information
Qualification
Must be a licensed Civil Engineer
Minimum 3 years experience in bidding DPWH and other government projects
Familiarity with government bidding procedures, from pre-project planning to invitation to bid up to award
Background in project proposal preparation, cost estimation, or construction project management programming
Has a firsthand experience and Good understanding of government procurement and bidding processes
Proficient in MS Office tools and engineering software such as AutoCAD, MS Project, or Primavera
Have experience with DPWH projects
Knowledgeable in Engineering and Design Standards of DPWH and other Government agencies
