POSITION SUMMARY:
Safety Officer ensures compliance with occupational health and safety (OHS) guidelines. Your prime role will be recommending on measures to minimize hazards and maintain a safe working environment. Vigilance in identifying violations is vital. The ideal applicant is a dedicated individual who strictly adheres to OSH regulations. Pollution Control Officers are responsible for examining and updating permits, license, application and records of compliance. They also prepare and present reports and determine the nature of code or law violations and action to be taken. Other activities include conducting maintenance of systems and proper storage of regulated chemicals. They monitor, asses, and implement pollution control measures to minimize environmental pollution and ensure compliance with local, state and federal environmental regulations.

PRIMARY RESPONSIBILITIES:
1. Support the development of OSH policies and programs
2. Advise and instruct on various safety-related topics (noise levels, use of machinery etc.)
3. Conduct risk assessment and enforce preventative measures
4. Review existing policies and measures and update according to legislation
5. Familiarity with Philippine Environmental Laws and Regulations
6. Initiate and organize OSH training of employees and executives
7. Inspect premises and the work of personnel to identify issues or non-conformity (e.g. not using protective equipment)
8. Oversee installations, maintenance, disposal of substances etc.
9. Stop any unsafe acts or processes that seem dangerous or unhealthy
10. Record and investigate incidents to determine causes and handle worker’s compensation claims
11. Prepare reports on occurrences and provide statistical information to upper management.

The accredited PCO shall perform the following duties and responsibilities:
1. Attend to the requirements of the establishment or agency prior to the construction or installation of pollution control facilities including the application and securing of necessary pollution permits and renewal thereof;
2. Monitor activities pertaining the installation or construction of pollution source and control facilities with the end in view of ensuring their compliance with the air, noise and water quality standards; the PCO and the head of the establishment shall be responsible for any violations of P.D. 984 and its implementing rules and regulations committed by the establishment where the offices is employed;
3. Supervise the proper operation and maintenance of pollution control facilities of the establishment or agency;
4. Report within reasonable time to the Authority the breakdown of any pollution control facility, and the estimated and actual date of completion/repair and operation;
5. Promptly submit validate/certified as correct by the General Manager periodic reports as stipulated in Section 7 hereof or as required by the Authority (otherwise, said report shall not be accepted as evidence in pollution case);
6. As a liaison officer with the Authority, he shall keep himself abreast with the requirements of the Authority and the latest available technology on prevention, control and abatement of pollution;
7. Maintain liaison with the city/provincial/municipal or local pollution control officers;
8. Attend the meetings for Pollution Control Officers which may from time to time be called by the Authority;
9. Facilitate compliance of the establishment he represents with the requirements that may from time to time prescribed by the Authority;
10. Recommend to the management the installation and operation of additional equipment for the pollution abatement facilities; and
11. Handle other matters of environmental concerns as required by his/her employer.
REQUIREMENTS AND SKILLS:
1. Male or Female
2. BS/BA in safety management, engineering or relevant field is preferred
3. Proven experience as safety officer / pollution control officer
4. In depth knowledge of legislation and procedures
5. Knowledge of potentially hazardous materials or practices
6. Experience in writing reports and policies for health and safety
7. Familiarity with conducting data analysis and reporting statistics
8. Proficient in MS Office; Working knowledge of safety management information systems is a plus
9. Outstanding organizational skills
10. Diligent with great attention to detail
11. Excellent communication skills with the ability to present and explain health and safety topics
12. Certificate in occupational health and safety
13. Familiarity with Philippine Environmental Laws and Regulations
14. Familiarity with Occupational Health and Safety and Environmental Management Systems
15. Knowledgeable in facilitating solid waste disposal, hazardous waste including emergency response
16. Familiarity in facilitating ambient test, Stack Emission Test, water sampling, monitoring sewage treatment facility
17. Strong influencing and stakeholder management skills
18. Effective written and oral communication skills
19. Strong computer literacy
20. Knowledge of statistical analysis tools
Salary:
20.000,00 ₱ Monthly
