Job Description

We are seeking a highly motivated and skilled Project Manager who will be in charge of the assessment and development of national port infrastructure for offshore wind projects. The successful candidate will play a pivotal role in providing technical expertise, project management, and coordination to ensure the successful execution of project objectives in alignment with organizational goals.

RESPONSIBILITIES

Team Management and Technical Support

· Together with the Team Leader, oversee and monitor project activities, timelines, and deliverables. Coordinate mobilization of the experts based on the project workplan, or upon the advice of the Team Leader.

· Support the team in collecting information and data using the digital forms and mobile-ready field Apps to capture all relevant information concerning each of the assessment criteria. Support in directly uploading data to Niras’ master database.

· Maintain sharepoint folders, ensure all information are uploaded and manage access of team to the external files.

· Support the team leader and deputy team leader in the design and delivery of training programs for DOE, DOTr, PPA, and the other stakeholders to enhance capacity in offshore wind port development planning.

· Monitor quality of project outputs and contribute to quality assurance of reports and other deliverables, specifically lead the review, editing and formatting of project reports together with the Project Assistant, ensure QA process is followed and reports comply with client requirements and expectations.

Communication and Stakeholder Engagement

· Maintain good relations with ADB, executing agencies and key stakeholders.

· Ensure client and project team satisfaction.

· Coordinate internal and external communications and visibility with NIRAS communications team, while complying with strict ADB guidelines.

· Support in stakeholder engagement to understand each port's willingness and capacity to support offshore wind developments, as well as in the conduct of consultations with executing agencies in the preparation of the pre-FSRs and the time-bound action plan for the government.

Contract and Financial Management

· Apply NIRAS management systems and QA procedures

· Prepare and finalize contracts with individual experts and partner-company/s.

· Manage experts’ contract and handle invoice review and processing.

· Prepare and regularly update project’s cashflow and production table following Niras’ templates and ensure that target margins are met, if not increased.

· Monitor and ensure compliance to the terms of contract with the ADB, prepare and submit contract variations as needed, with TL’s input. In cases of replacements, look for, and evaluate candidates being proposed.

· Support the TL in the preparation of activity plans with budget (for training and consultations) for ADB approval, ensure strict compliance on the use of provisional sums that require ADB pre-approval.

· Prepare and deliver regular PM reports to the Project Director, including project risk logs, and management time use, experts’ time use.

· Oversee the work of the Project Assistant in providing administrative and logistical support to the team, and in filing TA claims with ADB.

· Working with the Team Leader and DTL, ensure experts’ travels and site visits are planned, organized and coordinated well to ensure maximum use of resources ie time input, air fare and per diem.

· During close out, prepare Final Statement of Eligible Costs and submit close-out related requirements.

QUALIFICATIONS:

- Bachelor's degree in Civil Engineering, Port and Harbor Engineering, Maritime Engineering, or related field. Master's degree preferred.
- Minimum of 5 years of experience in project management, preferably in infrastructure development or renewable energy projects.
- Strong technical expertise in port engineering, offshore wind infrastructure, or coastal engineering.
- Demonstrated ability to manage complex projects, including planning, budgeting, scheduling, and stakeholder coordination.
- Excellent communication skills, with the ability to effectively interact with diverse stakeholders including government agencies, industry partners, and community members.
- Proficiency in data analysis and report writing, with attention to detail and accuracy.
- Experience working in international or multicultural environments is an asset.
- Familiarity with regulatory frameworks, environmental regulations, and permitting processes related to port infrastructure and offshore wind development is desirable.
- Ability to work independently and collaboratively in a fast-paced environment, prioritizing tasks and meeting deadlines effectively.
- Experience in World Bank or ADB-funded projects is a plus
