Job Description

WTA Architecture and Design Studio is looking for a highly driven and experienced Bid and Procurement Manager to lead our efforts in securing government and private sector projects. This is a key leadership role, ideal for someone confident in managing complex bidding processes and engaging with high-level stakeholders.

Key Responsibilities:
— Identify and qualify private and government bidding opportunities (PhilGEPS and more)
— Prepare and submit complete and compliant bid documents
— Lead end-to-end bidding: strategy, documentation, negotiation, submission
— Represent WTA in pre-bid meetings and bid openings
— Coordinate with internal teams and consultants to meet requirements
— Maintain up-to-date and organized bidding records
— Ensure compliance with RA 9184 and related regulations
— Build strong relationships with agencies, procurement officers, and stakeholders
— Monitor procurement trends and legal updates

Qualifications:
— Bachelor’s degree in Legal Management, Public Admin, Political Science, Business, or related field
— Minimum 5 years of bidding/procurement experience (AEC industry preferred)
— Strong working knowledge of RA 9184 and government procurement processes
— Familiarity with PhilGEPS and BAC procedures
— Excellent documentation, communication, and negotiation skills
— Professional, trustworthy, and detail-oriented
— Experience in contract review and legal compliance is a plus
