Job Description

The GIS Application Programmer will, in collaboration with key specialists, identify technical requirements, design and maintain GIS server architecture, ensure performance and security, support geospatial data library setup, and manage access in line with regulations.

1. Operate and manage current GIS Server (SPADE) on a day-to-day basis, including access management, security and performance testing, and regular backups,
2. Migrate SPADE from AWS to Azure, set it up on development, staging and production servers following ITD procedures, and timely issue SPADE users with updated database and access credentials for the production version,
3. Shut down SPADE on AWS after successful migration to Azure,
4. Apply security patches and bug fixes on a routine basis,
5. Update the GeoNode instance if major and relevant new versions (LTR) become available,
6. Monitor the GIS Server (production), timely communicate additional resource needs for continued performance (hardware, licenses), and execute regular backups,
7. Support the Map-App developers, for instance CDIH, MATALAS/ISMS, CCDRMS, and CSD Field Security App, in efficiently using and integrating with the ITD GIS Server and its spatial database, including technical advice, issue of access tokens, etc.,
8. Provide inputs to the planning of a long-term Enterprise GIS, in particular the scaling, architecture and administration of the GIS Server elements,
9. Any other task ITD GIS considers necessary.

Deliverables
• Technical Requirements Document: Detailed identification of technical requirements for deploying and operating the GIS server.
• GIS Server Setup Report: Documentation of the setup and maintenance of GIS server software on testing, production, and backup servers.
• Performance Monitoring Report: Regular reports on the performance of GIS software and licenses, including resource needs.

• University degree in computer science / IT, Geography, or related field,
• At least 5 years’ experience in developing, setting up, and maintaining GIS server instances
• Technical skills: GeoNode (incl. Geoserver), ArcGIS Enterprise, GIS Workstation (ArcGIS Pro, QGIS, etc.), basic programming (JavaScript/Angular JS, Leaflet, Python, Django), Geospatial database (Postgres and PostGIS, etc.), REST API, GIS SaaS, AWS,
• Working knowledge of the ADB IT environment / technology, and related security regulations and guidelines,
• Fluent written and spoken English,
• Strong verbal and written communication skills.
