Job Description

Job Summary

Responsible for effectively overseeing the Advocacy Program. Ensures the quality and effective delivery of program and projects towards timely attainment of targets and judicious use of resources. Supervises the program staff and co-represents CAMELEON in the local, provincial, regional and national bodies working on children rights’ issues. Builds coalition with civil society organizations and government task forces to mobilize government officials on children rights’ issues. Leads and coordinates proposal development, preparation of quality reports, budget/target monitoring and donor servicing.

Key Responsibilities

a. Management and administrative tasks

• In-charge of the good implementation of the Advocacy program according to the logical frameworks delivered to the partners.
• Supervises and mentors program staff towards timely attainment of program and project targets.
• Conducts monthly meetings with the advocacy team to present in detail the objectives to reach and activities to implement according to the logical frameworks delivered to the partners.
• Oversees the judicious disbursements of funds for program/project activities within the approved budget or reasonable level reflective of the local context.
• Leads role in coordinating, planning, implementing and monitoring of programs, projects and activities.
• Consolidates and ensures timely submission of relevant documents and reports such as weekly, monthly and quarterly reports and other reports/documents required by the partners or in the program.
• Ensures that the policies and procedures of CAMELEON are respected and complied by both the program staff.
• Takes the lead in establishing and maintaining active working relationships with the different local special bodies, networks and coalitions working on children rights’ issues.
• Assists the Program Manager in program development and leads the preparation of project proposals, annual work plans, reports and budgets in coordination with the program staff and finance team.
• Assists the Program Manager in the formulation and implementation of a staff development plan that will ensure effective delivery of quality programs and services.
• Makes suggestions on the courses of actions and conducts performance planning and appraisal of program staff.
• Ensures that the volunteers’ missions under the Advocacy Program are well prepared and implemented.

b. Advocacy

• Leads the development, reproduction and distribution of IEC (information, education and communication) materials such as newsletters, brochures, fliers and videos about child protection or promotion of Child’s Rights
• Collaborates with other child-focus organizations and government agencies to influence other local government units to adopt the Child Code or to strengthen or reactivate the local councils for the protection of children.
• Prepares concept note.
• Conducts advocacy related trainings for CAI staff, community and LGU officials and staff or volunteers of civil society organizations
• Keeps abreast with innovative advocacy strategies and consequent adaptation to CAMELEON’s advocacy program
• Prepares and conduct search for CAMELEON Children’s Heroes Awards
• Conducts lectures in the communities and schools to promote children rights’ and prevent child sexual abuse.

• Advocacy staff

Coordinates with:
• Protection and Recovery Program Officer, General Services Officer, Finance Officer, Community Development Officer, Communications Officer, Donors Relation Officer, and Job Placement Officer.

Person Specification and Competencies

• Must have a Bachelor degree in Social Sciences or other related field.
• Minimum of three (3) years’ experience in advocacy work with two (2) years supervisory experience.
• Must have a thorough knowledge of organizational, personnel and casework management.
• Excellent communication skills, oral and written (English and local dialect) and computer skills (Microsoft Office Word, Excel, Power Point).
• Very good report writing and proposal development skills.
• Must have compassion in working with children, while respecting the terms of confidentiality.
• Possesses positive leadership skills.
• Ability to work cooperatively in a team.
• Ability to utilize resources effectively.
• Must have a good grasp of community mobilization, networking and advocacy.
• Must be willing to work beyond normal work hours and work days.
