Job Description

The HROD & Admin Head contributes to organizational effectiveness by managing the following HR
& Admin.

Functions:
• Organizational Development (OD),
• Manpower Planning & Training,
• Compensation & Benefits,
• Recruitment & Placement,
• Labor and Employee Relations,
• Safety & Security, and Safety
• Plant Labor Relations and Personnel & Admin.
• Corporate Administration

Duties and Responsibilities:
ORGANIZATIONAL DEVELOPMENT:
• Conduct of Organizational Reviews and recommendation of OD Interventions to address
organizational problems.
• Designs and manages HR Systems such as Performance Management System (KRA/KPI), Reward
Programs, Job Evaluation, and Succession Planning.
• Coordinates the development of KRA’s/KPI’s by the Functional Heads and ensures that monthly
evaluation is conducted using the Dashboard.
• Coordinates with the Functional Heads in the identification of High Potentials and in the
preparation of Succession Plans and Development Programs to prepare them for higher positions.

RECRUITMENT & PLACEMENT:
• Oversees the Recruitment Manager and ensures effective performance of the following end-to-end
Recruitment activities:
• Manages Recruitment activities for the group and ensures that only competent applicants are hired,
oriented and retained
• Manages sourcing activities and looks for alternative sources of applicants when needed.
• Sees that proper screening of candidates is done to ensure that only qualified candidates are hired
by the Companies within the Group.
• Conducts HR Orientation and ensures that Functional Heads conduct Job Orientation for new hires
in their Department.
• Manages the hiring of Contractual through good coordination with Accredited Manpower
Agencies.
• Conducts Manpower Planning and monitors Manpower Expenses, ensuring that hiring’s are in
accordance with approved Plantilla.
• Reviews Recruitment Policies and recommends changes if needed

TRAINING & MANPOWER DEVELOPMENT:
• Manages the implementation of approved Training and Development Programs for the entire
group
• Assists the COO’s and Functional Heads in Training Needs Analysis (TNA) by providing the tool to
do these.
• Assists the Functional Heads in the development of Training budgets and Training Programs for the
Group particularly for common Behavioural Trainings.
• Ensures that Internal Trainors are adequately equipped with the needed skills to conduct Technical
Training for their people.
• Trains all managers and supervisors on How to prepare Job Descriptions and guides Functional
Heads in the update of these.
• Evaluates Training Programs and recommends improvements.

• Ensures compliance to Training Policies and Procedures.

COMPENSATION & BENEFITS:
• Manages Compensation and Benefits administration and ensures that personnel services are
efficiently delivered to all employees in the Group.
• Manages the implementation of Salary Increases in compliance with Minimum Wage Orders.
• Conducts Salary Reviews and recommends the updating of the Salary Structure.
• Manages the Comp & Ben Staff in the Administration of Company and Government Benefits in
accordance with Company Policies and Labor Laws.
• Manages the timely and accurate preparation of Daily Time Records (DTR) for payroll purposes.
• Manages the availment of leaves in compliance with Company Policies and ensures accurate
recording of leaves and Official Business Travel.

SAFETY AND SECURITY:
• Ensures that all Companies and Plants have an Annual Safety & Security Program and that these
are implemented according to Plan.
• Reviews the Safety & Security Reports that are submitted and brings these to the attention of the
COO’s and Plant Manager
• Ensures that the Safety & Security Manager/ Consultant visits the Plants regularly to monitor the
implementation of Safety & Security Programs as scheduled and to assist the Plant Managers
• Participates in investigations involving violation of Safety & Security Policies & Procedures.

Labor Relations and Plant Personnel & Admin:
• Responsible for the planning and management of Labor Relations Programs for the Group and
Plants in order to promote and maintain Industrial Peace. Specifically, he performs the following: (1)
Acts as Lead for all Labor Cases, (2) Gives testimonies as Company Representative and

recommendations / insights to the Legal Counsel on the case, (3) Monitors the status of all Labor
Cases through close coordination with Internal and External Lawyers, and (4) Preparation of Status
Reports on the Case and maintenance of Case Files for all Labor Cases. Also provides advice to the
COO’s and Functional Heads on Employee Discipline, Grievance Machinery, Arbitration, Conciliation
and Mediation. As such, he acts as Chairman of CBA Negotiations, the Labor Management
Committee and Investigation Committees. Functionally manages Plant Personnel & Admin functions
and ensures that these are effectively provided to all plant personnel.

Qualifications:
• College graduate from a reputable school with a degree in Psychology or Behavioral Sciences, with
an MBA or MA degree is a plus
• Minimum of twenty (20) years’ work experience in all aspects of HR functions in a senior executive
capacity preferably gained from the manufacturing industry.
• Expertise in Organizational Development (OD) and Recruitment is required.
• Experience in a unionized plant set-up is preferred.
• Knowledge of OD Interventions and Principles.
• Knowledgeable in Labor Laws
