Job Description

Objective:
The Project Manager will oversee the implementation of Good Neighbors Philippines’ fisheries project in Palawan aimed at enhancing income generation for mussel and seaweed growers through value-added product creation, quality assurance, and expanded market access.

Responsibilities:
Project Planning and Implementation:
● Develop detailed project implementation plans in collaboration with Good Neighbors Philippines Head Office Management and in line with approved project documents and donor requirements.
● Ensure adherence to timelines, budgets, and quality standards throughout project execution.
● Build trust and professional relationships with project stakeholders to ensure smooth implementation of all project activities.

Team Leadership:
● Provide clear guidance, direction, and support to team members, promoting a culture of accountability and high performance.
● Ensure the project team functions effectively as a cohesive unit, fostering a collaborative and supportive work environment.
● Facilitate regular team meetings to review progress, address challenges, and ensure alignment with project goals.
● Coordinate with Good Neighbors senior managers at the Head Office to secure necessary resources and address any issues promptly.
● Serve as a liaison between the project team, and Good Neighbors Head Office, ensuring effective communication and problem-solving.

Facility Construction and Infrastructure Development:
● Oversee the construction and operationalization of a marine product processing facility that meets industry standards.
● Collaborate with technical experts to ensure the facility's design and functionality meet the needs of local cooperatives and associations.

Community Engagement:
● Lead efforts to engage and empower local fisherfolk associations and cooperatives throughout the project lifecycle.
● Facilitate community readiness and ownership of project activities through participatory approaches.

Product Innovation and Market Development:
● In collaboration with the consultants and Marketing Specialist, drive product innovation initiatives to diversify marine products and increase marketability.
● Establish effective market linkages to connect cooperative products with regional and national markets.

Monitoring, Evaluation, and Reporting:
● Help develop and implement a robust monitoring and evaluation framework to track project progress and outcomes.
● Prepare timely and accurate reports for submission to the donor and the Good Neighbors Head Office, as required,, ensuring compliance with reporting requirements.

Knowledge Sharing and Stakeholder Engagement:
● Lead the preparations for a knowledge sharing event around the 18th month to disseminate project learnings and best practices.
● Engage stakeholders, including government agencies, NGOs, and private sector partners, to foster collaboration and sustainability.

Capacity Building and Training:
● Identify training needs and facilitate capacity building sessions for project beneficiaries and stakeholders.
● Support the development of skills in product processing, quality assurance, and market access among local communities.
Qualifications:
● Bachelor’s degree in Fisheries Management, Marine Science, Agriculture, Business Administration, or a related field. Master’s degree preferred.
● Minimum of 5 years of experience in managing development projects, preferably in the fisheries or agricultural sector.
● Proven track record in project planning, implementation, and monitoring, with experience in infrastructure development considered a strong asset.
● Excellent communication, interpersonal, and leadership skills.
● Ability to work effectively with diverse stakeholders, including government officials, community leaders, and donor agencies.
● Fluency in Tagalog and English.
